They're budget games. Built off of the gameplay systems of the most recent mainline games and reusing the animation data of the original games' cutscenes.
They were made to fill a hole in the calendar the way the Gaiden games are now. It's no coincidence that the next game is a Kiwami/Gaiden double pack.
