Because voice acting should only be in story-driven games. The story in Pokemon is at its best when it's short and light. It would only be dragged down by immitating Final Fantasy and other shit like that.

Games with a lot of NPCs like RPGs or simulation games are made worse by voice acting. It severely limits the game's potential scope and imposes exorbitant costs on the developers. And most importantly, as others have said the VA is typically bad, anyway. At most you want something like Simlish, which at least limits the VA to a single "language" and keeps costs low.

Because data limitation. This is a console game, no a PC game. That plus the data of 500+ pokemon, items, moves and what not, plus over 50 npc and trainers with diferent names and pokemon, is too much. This is the reason why the graphics are trash.

This really doesn't take up much data. Audio of course does, but it isn't being crushed out by the things you listed (which are essentially just spreadsheets with fancy visuals attached). While graphics can add bloat, there are many optimization strategies to fix that too.

it's the only possible explanation as to why they don't either compose the scenes to work well without character voices like in all the 2d games plus X/Y, or at the very least add a fucking speech indicator sound like in Ace Attorney, older Fire Emblem games, and basically any RPG released on the Game Boy Advance.

Pokemon is a peaceful relaxing game, you can read through the dialogue at your own pace while listening to the soundtrack. VA doesn't suit it.
