i think it's pretty well known by now that toby has a really bad humble bragging problem, he pretty clearly enjoys that he gets to spend time/ talk with a bunch of japanese devs/ mirco celebrities instead of working on his supposed 'dream project'
on the flip side we also know that he's so cagey about the finer details of deltarune (and undertale to an extent) that it's pretty common for nobody, not even temmie, to actually know what they're working on is for
that's how the rape scene got by everyone else on the team, they very likely had no idea what the sprites were for until release unless they doubled as bugtesters/ translators

Kojimas stuff is very different. Kojima directs political drama action movies as games and can leave most gameplay elements to the team once the initial idea is established. toby is making the most autistic ludonarrative anyone has seen and because anything you can do in the game is real and potentially pertinent to the overarching plot, it requires a ridiculous level of control.

Toby is definitely feeling the repercussions of his actions at this point, if I were to quantify how much more popular Undertale was than Deltarune by virtue of missing any sort of hype train for the release, it'd probably be over 3x.
His team at this point is expensive to maintain for how long he's had them hired as well, I dunno their full compensation package or work hours but it's likely he's spending about a million a year on them if it's anywhere close to full time. I still like his games and all but if he decides to make more after Deltarune, I will not get as invested unless he gets his shit together and finds a way to release things in a timely manner
