so who are the up and coming visionary minds that will replace the ones that retire/die?

Me.

There are none, big companies wanted soulless cogs that don't make demands instead of auteurs so there are no old devs that can replace the old guard.

The only one that's actually managed to make the conversion from industry outsider to industry insider is... Toby Fox.

Nobody else who was the creative behind a gigantically popular game managed to capitalize on it in the same way. Next closest would be Scott Cawthon, but he kind of got shot in the foot by social turmoil (and by seemingly running out of ideas, but I still think his untimely donation to the Republican National Convention was the bigger culprit)
Then you have the list of one-hit wonders who are basically personally responsible for untold numbers of copycat games but don't seem to have any other good ideas themselves
Notch
Eric "ConcernedApe" Barone
Luca Galante (Vampire Survivors)
whoever made Slay the Spire

None. Videogames have gone through its golden age, like popular music had in the 60s until the 80s.

Now it's endless slop until the industry dies.

Anybody younger than 40 with talent went down towards the indie scene years ago. It's really a question of whether the rest of the gaming community will adapt to that or not
