Both, but it's Quake 2's fault. Strogg lore sucked even by 90s standards. The loss of Romero was felt. But at least 2's gameplay was fun.
Combine a shit concept, gimped slow gameplay (which was the style at the time), with idtech 4's dark lighting (which really only worked for Doom 3), and you had a recipe for utter mediocrity.
