It's just Budokai Tenkaichi 4, same as 3 in most regards but with marginally worse animations for 'feeling' impactful. If you liked 3, you will like 4.

Nu-internet worships criticism and cynicism so everything must be dogshit without exception. Try to name a single game that isn't touted as bad, even games you like, and you'll start to understand how rotten the culture has become.

No, the game is fine in a vacuum. However, people expected far more from the game, especially compared to Budokai Tenkaichi 3 on release and the amount of support Xenoverse 2 got in its first year.

I don't personally like it
you have to be precise with the button inputs
and enter them really really fast like you're playing mortal kombat or something
and it seems really dependant on how far the character is from you, zenoverse 2 on the other hand was fun and has markers to tell you when your close range will connect and the moves are customizable

oh yeah and the button combos are insanely annoying
hold L2+another button to do like basic moves
press r3 to do basic counters
stuff like that is really annoying
