The craziest thing is that it is not safer than loli, it's the opposite. With loli you can argue semantics and say that the word has nothing to do with actual children, but there's no way "hebe", a literal medical term, means anything else than actual underage girls

It is safer than loli in a way. As people who have scripts to detect the word loli and start attacking the threads don't do it for the word hebe for whatever reason. The Illya girls are the most obvious examples of lolis, no one is retarded enough to claim otherwise. But hebe has its uses, and some fight it cute. Hebe falls over the same range loli does so it works out too.
