I suspect its so people dont play on the hardest difficulty and regret it later. It is common for people to select a harder difficulty then complain its too hard.

You've surely seen the achievements on Steam. The vast majority of gamers never get past the first 25% of any game. Why bother worrying about people stepping on proverbial rakes?
