Every 3* uma that has been released before the megabanner will be on rate up, but the actual rate to get a 3* is the same, 3%. It's just that you have an equal chance to get any of them compared to regular banners where the chance is skewed towards whoever is featured.
However, since they are all on rate up, if you pull 200 times, you can use the pity to get any 3* trainee you want. And you can keep doing that as long as you can keep getting to the 200 pity.

I do that with everyone, more consistent wins except if the Uma has a long race and my stamina is low, then I'll switch to her preferred style, or if I have a lot of skills for that style.

Yes
The overall 3* rate will still be the same, but the chance of getting any given 3* will be equal instead of having one or two at a 0.75% rate up and the rest being a fraction of that. If you hit 200 pulls you can spark any 3* you want, which is the whole appeal of the megabanner
In practice, if you want a specific uma then you're still better off rolling on their individual banner, but if you miss an uma you really wanted then saving for a spark on the megabanner is the next best thing

As far I can tell from looking through Gametora, the powercreep is mainly concentrated in cards rather than umas
The newer umas have the exact same total base stats (400 at 1* up to 550 at 5*) and total stat growths (adding up to 30%) as the launch cast, as well as the same number of innate skills. That doesn't leave much room for significant powercreep other than their unique skills, and maybe which gold potential skills they get

Neicha is a late surger, who needs to be there to make her debuff activate. Which means combined with savvy, you'll have bonus FOV, so more of them can be affected.
However don't forget whales are aware of this, that people will attack their S. Maru's stamina. This is where speed debuff like tether and dominator comes handy as you don't need to gaze at them.

Dominator needs you to be between 6th and 9th place and to be Late race, not mid, meaning all the Debuff Natures will start dying mid race bringing your Dominators to the front.
Assuming everyone brings 1 Nature, that's 3 back spots already full, leaving you with just 1 spot left to activate Dominator, and if there are other Lates or End closers that are getting pushed to the front, your Dominator won't activate at all.
If you want a 100% proc, you need to build your Dominator to just suck ass really bad and die before the Natures do, that way she can be last place and activate it late race.
