That's what the story implies, isn't it? Archer's cause of death is betrayal by a confidant after he was falsely accused - and he takes his execution with a smile on his face. Its only after who knows how long of being Alaya's personal killer does he realize how naive his dream is in the real world

What makes Shirou different from Archer is that Shirou learns how to apply his dream by acceptaning that he can't and shouldn't try to save every single person

Shirou’s main problem is that he’s inspired by Kiritsigu to save lives but misunderstands what it means. Kiritsigu’s true salvation to Shirou is that he gave Shirou a purpose to pursue good after he lost everything in the fire. Shirou is too selfless to understand this and instead focuses on the literal life that he’s been given. This is reflected in Archer’s death prior to becoming a Guardian, where he’s betrayed by the very people he saved because he decided to fight to save lives rather than fight the evil that causes lives to be taken away. Thematically this is why HF is the final route, where Shirou chooses to fight to redeem Sakura rather than fighting to just save the most amount of lives.
