Shigeru Miyamoto invented multiple game genres and created multiple games that were central to how games are made in the medium, he is inarguably the single most significant game designer historically
Hideo Kojima is relaly good at attention to detail in his games, and even though I kind of don't care it would be stupid to say that his games aren't historically significant.
You could maybe argue the addition of Richard Garriot because Ultima was an extremely influential series, it heavily influenced the JRPG genre as well as the WRPG genre, Ultima to Wasteland to Fallout, Ultima to Dragon Quest to Final Fantasy, and the company that he founded would also go on to develop pivotal games like Wing Commader and System Shock.
You could also argue John Romero/John Carmack because of Doom, but John Carmack really only drove the tech behind games and John Romero vanished after Doom 2.
