It's either when they decided to not make Judgement 3 with Yagam or a proper full fledged title for Kaito, they just cant let go of Kiryu. Still interested in Stranger than Heaven though but it remains to be seen

should i play yakuza 3 or should i wait for the kiwami version?

Kiwami games are not the original games and vice-versa. The experience will not be the same, particularly because K3 is going to have significantly different content to what is available in 3, 3G notwithstanding. Just play the original and if you feel like playing K3 later then do so.
