Lorewise legion are the definite bad guys around the Vegas area because that's enemy territory to them, but they're said to have much respect in their own towns and cities due to being able to keep the roads completely safe for caravans. It would add a lot of depth for a faction that desperately needs it to be able to see that in-game.
