It's to make it a more interesting video game. They could've just been general heal sprays (and the remake gives you those to start) but instead you get to mix herbs and decide what you want to prioritize. Do you mix green with blue for some healing + antipoison, or do you mix red and green for max healing? In later games, are you mixing 3x greens for max healing or sticking with red and green to add blue in the future?

You get to make choices and get to live with the choices you made. That makes it a fun video game, over being a realistic one.

Every single medicine in the world comes from plants and shit. The game is scientifically accurate.

Chris, Jill, Leon, and Rebecca are all cops, it's plausible they went through some kind of survivalist course. Ada is a spy, she could've gone through a similar thing. Chris taught Claire about guns, maybe he also taught her this. The guy from RE0 was in prison, he could've learned that kind of stuff from the other prisoners. I think that covers everyone who can use herbs in the series?

I seem to remember there being a conveniently placed note that explains all of this to the player character in the first game.
I honestly can’t remember if this is in both versions of the first game or not, but a note says they grow on the Arklay Mountains and then goes on to explain how to mix them into medicine.

Those herbs are specific to those forests, they are not everywhere. Granted, it is coincidental but they are seen as bizarre.

In Resident Evil 1, you play as a special rescue team, so they probably know more about first aid, wilderness survival, and natural medicine than your average person, plus you get a book that explains the herbs to you. RE 2 has a similar book IIRC. RE 3, 4, 5, and 6 you play as returning characters from the first two games.7 is the first one to just not bother explaining how the player character knows about herbs.

In the first game they were something Umbrella found in the Arklay mountains and were actively studying with a book telling you about them. They showed up in 2 because Capcom literally had no idea why RE1 was so successful and were terrified to deviate too far from anything it did. After that they were just a series fixture.
