Either way it's clear Microsoft was sick of Bungie being the moneypit it was and happily let them be Activision's problem, and Don Mattrick with how much he was letting internal/external first party development decay probably didn't even give the IP a second thought, hence why back before Bungie ran off with the Destiny IP they were exploring rebooting Marathon under Activision.

Although seeing what we see now and the state of Destiny 2 it's clear Activision dodged multiple bullets.
