Unironically yes. Pixel graphics, up until the widespread adoption of LCD displays, were designed to take advantage of the fact that the console pixel grid does not line up perfectly with the triads in CRT sets.

I could never play with any of these things on, always makes everything look like shit. Don't get the appeal, and no scanlines don't make it look like it's on a CRT.
Just so the pixels at that point. It's like how modern games can't do lighting, just go backwards till you figure it out. I feel RGG and the Yakuza engine are the only people who can produce lighting modernly.

Not really. It's hard to capture it on camera, but actual CRT pixel graphics have a subtle glow to them, especially on a black background. And that's before getting into the actual documented techniques that pixel artists used in the past.
