That's a mixed bag largely because Semites themselves are. Arabs, real Arabs, are generally fairly swarthy, and many have partial African DNA, their kingdoms were along the coasts of Arabia and had extensive contact and trade with Africa. Then there's the issue of the Jewish Diaspora. The Jews split into many groups and scattered. Many Jews look white because frankly, a lot of them are partially white. You spend a thousand years in Europe, you're going to pick up some of the genetics somehow. The Ashkenazi (European) Jews are partially white. Meanwhile the Sephardi Jews settled in Iberia, but were generally confined to the areas under Muslim rule. They picked up Arabic and Moorish genes, and were driven from Spain after the Christians took back their land, and mostly settled in North Africa and the Middle East, where they only became further Arabicized. Same deal with the Mizrahi Jews, except they didn't have the detour to Iberia first.
My personal opinion is that the Hebrews prior to the diaspora were likely largely similar to other Canaanite groups, such as the Phoenicians and Carthaginians. Often relatively fair skinned with dark hair. Some would be darker, some lighter.
In short: Ancient Canaanite groups of all kinds would likely have numerous individuals you would identify as looking white, and numerous you would not. The Hebrews would be no different. Many today look part white, because they are. Many look Arabic, because they are.
