no idea, i genuinely think it's a reference to the meme bird (a baby pukeko). it's pretty obvious at this point that Game Freak deliberately panders to Pokemon fans with references to internet culture, so mega Skarmory might truly be that simple of a concept. while Pokemon designs always drew from cultural reference points (for example, Jynx being based on the ganguro aesthetic or Froslass being based on the snow woman yokai, a concept that the mega design iterates on) at some point they started making more and more "memetic" Pokemon designs rather than mostly "cool" or "cute" Pokemon.

shit with Canari, who's a blatant rehash of Iono from Scarlet & Violet. it's also the reason that the Rotom phone is in every fucking game now, because they know that kids own smartphones and they're trying to keep the games culturally relevant.
