They do care, there have been several attempts to do it over the years, but there's a high degree of difficulty to do so due to the amount of text, the random nature of dialogue choices making playtesting difficult, and the fact that patching PS2 games to english is pretty difficult by itself
There's actually an "active" project for the PSP version since it's easier to patch those with texture replacement

I remember there's a similar situation for nadesico as well. There's jap only vn that goes into what happens after the tv series.
The movie makes barely any sense without it (not the movie is good even with the added context.

as far as TV anime go though, eva is way bigger than any individual gundam offering. it's also bigger than any other anime.

as an IP it's smaller than a lot of things, since there's barely any eva stuff that actually got made. If you wanted to look at total dollar volume of sales across all forms of media and merch etc. then pokemon is way bigger and it has an anime, anpanman is way bigger and it has an anime, dragon ball is way bigger and it has an anime.
