It was the old Capcom PC ports like Resident Evil and Breath of Fire IV. Not the IP rights themselves but the US/EU distribution rights for those particular versions of the games, they were seemingly lost after Virgin Interactive died and got fed to several companies like EA and fucking Titus. You'd have to sit through that embedded video shown in the OP but it's like 30 minutes long and the GoG guy has a thick accent so fuck that.
Still, gotta give them credit for going out of their way to do that. GoG versions aren't even bad, they're just inherently bad PC ports like other the PS1 games are (MGS1, Rayman 1, etc.).

Ensuring people can always play games is nice and all. But it sounds deranged when they act like copyright and property ownership are horrible things. The only terrible part of copyright is how long it lasts after the creators death now due to Disney. We don't have as many legends or stories anymore partially because everything from the modern era is being artificially kept out of public domain when it should enter it by now.
