The helicopter boss comes in at the end of the tutorial mission and simultaneously demands that the player learn how to deal with a boss enemy that's tougher than regular enemies, AND demands that they learn how to utilize cover, AND learn proper aerial management since you do the best damage up close with your blade. If you try to "shoot at it until it dies" without understanding how to properly stagger it, you'll run out of ammo and AP before you even get halfway into the fight. Plus, being a helicopter, it can fly out of the operational zone, and constantly tries to keep distance from you, and damage falloff means that keeping your distance will prevent you from doing too much damage, so you have to constantly risk getting in its face just to do damage.
Apparently this was too much for both the modern audience and game journalists, and more than half the people that played the game were immediately filtered by him.
