Good and bad are arbitrary labels applied by the devs to the game. You can choose to accept their labels and the paradoxes that it causes, or make your own more fitting labels, and disregard theirs.

Bad guys have bad reputations so they more to prove. They need to honor deals in order to get people to trust them.

Good guys have nothing to prove since they've already got good reputations. They can cheat, steal, and lie as long as they don't do it too frequently.
