Nah this is debunked. The single mesh model was just a mini version of the city that showed up in a room somewhere. Of course, it has about the same number of polygons as the actual city, but the real model is cut up into chunks so that they can increase the amount of pop-in by reloading a bunch of copies of the same texture used for every building from the disk randomly. Or that's what I think the reason is anyway.
