RECIPE FOR A GOOD GAME:
>frame rate of 60 or higher
>frame rate locked at your target, with perfect frame pacing, should not drop even in the most intense situations
>input lag of 33ms or less
>no loading times
>everything that is not directly related to gameplay should be skippable, EVEN cutscenes in a game that is heavily narrative-based
>controls should be highly customizable, even for things that seem to serve no purpose, such as allowing the player to assign actions to mouse scrolling, or use several different controls (e.g., mixing keyboard with controllers)
>infinite save slots
>support for mods
>official level/scenario/event editor for the player
>etc.

30ms is the point where input lag starts to become acceptable. Anything more than that is garbage.
Most games you play should be around 60-90ms, but you probably won't even notice it with your mental retardation, lol.
