They are all bad.
I have countless thousands of hours in Pokemon games over the years and I can say with confidence yes, they are all bad.
It's the concept of "Pokemon", the world they live in, and their designs. That's what captivated a generation. That's what made Pokemon the biggest IP in history.
But the games were always bad.
We looked past that because we were dumbass kids. But even at the time, you know you hated the spammy random encounters, mashed A past all the pointless NPC dialogue, and never faced any real challenge in beating the game.
Pokemon games are mediocre at their best, technically or artistically. At their worst, they're broken slop shoved out the door as fast as possible. This is true of every single game from the very first up to Z-A.
Only the spinoffs have any semblance of quality because they weren't made by Game Freak, a shit developer with a long and storied tradition of shit. They are shit sommeliers, experts at refining the world's most popular and profitable IP into new and putrid flavors of feces. Put the IP in the hands of anyone else, LITERALLY anyone else, even some random faggot from Pokecommunity forums, and you get a much better product.
