No, they just didn't want to add different body types. Which is funny if you consider that they had people create textures and additional assets for their fantasy races but didn't tell someone to make different body types using basic morph sliders.
Elder Scrolls will never have it but it's a shame that they don't simply add different body types. It'd be so cool to have a really skinny mage who's harder to kill than average builds, more built up hitting harder in melee and so on.
Look up the Miraak concept art. He was suppose to be well built, a big upper body but got "nerfed" by looking like everyone else in a robe.
