Fable is incredibly charming. I know that sounds like a vague term, but it's the thing that stands out the most about the game -- it's cozy as fuck. The music is cozy, the setting is cozy, the dialog is cozy, etc. Even the combat has this simple, light feeling to it.
The game is about settling in and having fun and just kind of enjoying the world they put together.
On thing to note is that the game is a pain in the ass as a completionist. Many choices lock you out of other items, some stuff requires a lot of luck or intentionally glitching the game to get, if you max all skills your character ages a lot, etc.

His question was what the difference was between TLC and Anniversary.
TLC has slightly better art direction, but Anniversary is technically better looking graphically. Anniversary also adds an updated map/menu system, more modern control scheme, and some DLC items that let you wear the gear of other Heroes and random NPCs in the game. It also updates the save system, which is mostly an improvement, but it does "fix" many of the glitches you could use in TLC to work around those "choices" mentioned above as well as to lower your age.
