The problem was more like Microsoft really lowballed Vista's system requirements, for lack of a better word. They did nothing to stop vendors from selling prebuilts that could barely run the OS and then everyone just blamed the OS instead of the hardware.

The most important thing 7 fixed over Vista was having actual system requirements to make sure it could actually run decently.
