It's not. Even if Ciel as a base remains the same, she got a massive upgrade in the form of Idea Bloods. Each Idea Blood is akin to an EX-ranked Anti-World Noble Phantasm. While Ciel's ability to utilize them is probably inferior to a true DAA (she can't use Vlov's Idea Blood in the same way as him, and even Vlov was inferior to the previous owner), their capacity as magical batteries and catalysts is unsurpassed.

Old Ciel cannot use spells like Calvaria Star and Gothic Fort because she does not have access to Idea Bloods. Because DAAs have gotten stronger, Ciel has also gotten stronger due to having access to the same tools.

To put it another way, let's reverse the situation. Let's take a powerful Servant who also possesses a powerful Noble Phantasm, such as Gawain. He still keeps Numeral of the Saint, everything else is the same, but now place him in a world in which Excalibur Galatine doesn't exist. He still has his stats, he's still functionally invincible during the day, but without Galatine, he's still way weaker. Galatine is where the bulk of his raw firepower comes from. The heat wave he can emit with him can lay waste to a thousand soldiers in a single strike, but now that's gone. He still has Numeral of the Saint so he can still punch his way to victory, but in terms of raw power he's still objectively inferior without Galatine.

Current Ciel, for instance, has so much raw od coursing through her that she can just straight up negate spells under A-rank without doing anything, same as Saber. In all fairness, I do sympathize with Shiki's frustrations. Arcueid and Ciel's rivalry was actually causing a lot of problems, and issues that could have been easily resolved if they put aside their personal issues were instead exacerbated. Further still, Arcueid is the same as Ciel; she refuses to see Ciel as a person. She just sees Ciel as A) an extension of Roa and B) and extension of the Church. Since Arcueid dislikes both, she can only see Ciel as an enemy. Perhaps from her perspective, if Shiki wasn't going to love her, then it would have been better if Shiki hadn't killed her and changed her so much.

Well you have to remember that Roa wasn't quite reincarnating himself. What he was passing on were his knowledge and goals, his driving force. Roa had no real interest in immortality in itself. This is why all of Roa's incarnations had such drastically different personalities. Remember that Roa wasn't a true reincarnator to begin with. There's a limit to how far you can stretch a soul. It's in part due to the weird autism that eastern martial artists seem to have. States of zen and whatnot. This sort of autism doesn't really exist in the west. This is generally why western martial arts such as orthodox boxing doesn't really have that sort of thing attached to them. On the other hand, an eastern swordsman isn't exactly guaranteed to defeat a western swordsman either. Sure, Kojiro can slice someone three times simultaneously, but even he couldn't achieve a 100% guarantee of victory against Saber, who's basically just trying to bash his face in with a broadsword.

Early on in Fate/stay night, when Saber is fighting Berserker, the narration actually has something to say on the subject: Technique was something created to make up for weakness. But pretty much anything Saber does has the potential to utterly cripple him. Saber can easily destroy his sword with a single slash, her Mana Burst would allow her to destroy his arms. She can defeat him in a single hit if he's not careful. In contrast, only Assassin's greatest technique has a chance of defeating her.

It's a multi-route visual novel. Ideally, you don't want too much redundancy. Like there's a reason we don't really learn too much about Roa or his motivations in the Arcueid route. It's because it's all laid out in the Ciel route. Your issue is that you prefer the Arcueid route as a standalone, complete story that doesn't need any other route to function. But it can't be that in the VN, because Nasu intends to eventually sell the other routes as well.

Same goes for the Fate route in Fate/stay night. The reason the Fate route never really delves too deeply into Shirou's ideals or Kiritsugu is because those are focal points in later routes.

Roa was passing on his soul. The reason he became a dead apostle was so that his soul would be immortal and thus be able to withstand being passed on through multiple bodies. This is why Shiki or Akiha gets possessed by Roa if he isn't killed by having his death point stabbed. Killing him normally or by slicing the death lines just kills the body and SHIKI's soul, but allows enough time for Roa's soul to pass on to either Shiki or Akiha (depending on who killed him) as they are both connected due to the life force swapping shenanigans.
