My best guess is particle effect trails with some really funky math under the hood. Mostly used to depict things like lightning or lasers. There's something else too because there's a distortion layer bending the tendrils and blurring the background.

I think the tentacle is just made of 2 parts
An additive blended pass of fuzzy white, with a smaller alpha blended black layer on top
The fuzzy white layer exists to make the tentacles pop in dark scenes

It was more a question of how it's animated mostly with credence given to the rate, the quantity, and the fluidity at which they're moving. There appears to be distinct patterns assigned to every single one. Are they a dense polygon trail given a spline to navigate? How is it then did they achieve the dynamism, of course they must be seeking the player characters point of origin but are they all rigged individually? If you were to perfectly recreate the same scenario would they behave the same way or are they generated? How noisy is the generation?

This is the old transition sequence after you're impaled by the tendrils, it was obviously changed before the release of the game. This is left in the game data for the old PSU demo. It had to be re-enabled through modifying the game code.

I think they explored most of what they could do with what we have now, we even have some repeats already. They'd need to add or change the controls a bit to keep the Colossus from being too samey. I'm glad with what we got.
