Shit's fucked. Kimball was an asshole and the Brahmin and agricultural barons run everything. 5 years won't be enough to unfuck everything. I'd let New Vegas run itself as a vassal/buffer state but keep the Hoover Dam electricity.
I'd need some sort of power base to counteract the brahmins, which might be available in the form of new conquered territories, so initiate by exploring, then trading with the native tribes and factions then colonizing the rest of the pacific coast, but that's more of a long term goal admittedly. Continue soft-annexing Nevada and make deals with the brahmins who'd stand to gain from exposing their rivals' corruption. From there probably subsidize agricultural production from the more loyal brahmins so I can offer state alternatives to curb the brahmin's excesses. If all goes well, the relative prosperity might attract immigration from surrounding territories which would bring in newcomers in need of a livelihood. So restarting some form of industrial production utilizing people who have no land to farm in would be the next step. There would be a new industrial power base, and accompanying lobbyists, more likely than not coming from the original brahmin barons with a few self-made men here and there. Now the NCR government has to contend with the both agricultural and industrial brahmins, and will start colonizing Oregon, Baja, etc., so shit's probably more fucked than it was to begin with. Yeah, shit's just gonna get more bloated, it can't be helped.
