How exactly? Banditry and piracy were significant problems in the Roman republic and empire alike despite brutal punishments and crackdowns. Medieval realms could not solve the issue either, pope Sixtus V reportedly executed roughly 1000 bandits per year just in Papal States but it did not stop people from becoming bandits. Gangs of rural brigands were not properly purged in much of Europe until the 19th century, and it was the most centralized and civilized are of the world. I have really hard time believing that Roman larpers in post-apocalypse could really do better about it the issue.

Because californian writers have no idea how societies work or humans think. The Legion is supposed to be a mishmash of random tribes too, with zero coherent culture or ideology. There is literally nothing stopping men who were born in the same tribe and have blood ties to each other from just going AWOL and becoming bandits or renegades. In the moment the momentum of the Legion stopped, it would implode into hundreds of squabbling warbands forming around charismatic warlords.

Because Caravans are a matter of life and death for both the caravaners and the communities they do business with so having trade routes that dont get fucked by raiders means that you can live a better life.

Why? They literally have a constant military campaign going meaning that the actual army is guarding the roads 24/7 and any gang of retards that can attack a caravan will get pasted or baulk at the idea of getting pasted. Not to mention the purpose of raiding is to acquire resources its not just done for the hell of it. Caesar pacified or allied with (in the process of pacifying) the tribes so that just leaves the civilized communities and why would they want to fuck with the guy who stopped the raids?

they should have set new vegas chronologically closer to fallout 1.
caesars legion is all about "actually being super brutal and enslaving people is the only way to survive" yet there are multiple factions who make do without crucifixions and thralls, having survived just fine for almost 200 years. they would have made a much stronger case if the game was set right in the aftermath of the defeat of the masters army when things were still chaotic and people were barely scraping by.

i chalk it down to both Legion propaganda and legion not being a finished faction, they needed more unbiased characters other than that trader and Raul to talk about their positives so their negatives wouldn't be so outlined
