If Tom Nook imposes no collection dates, no interest, and absolutely no pressure to pay the "debt", then happily upgrades your house immediately after that "debt" is paid, it's not a debt. It's the price of the next upgrade.

The debt is meaningless, being in debt doesn't hamper you in any way. No one treats you any differently. There's no animal credit score. Tom Nook basically upgrades your house and says pay me back when and if you feel like it.
