That's not 80s/90s, 6th street is exactly how modern Kanto looks like. You can especially see it on the homes, their facades and shit.
30, 40 years ago, you'd still see those wooden garbage disposal areas (like in that new Silent Hill), reddish steel plate roofs and so on.

Trains all have the yellow-dot tiles for blind people as well as automatic gates on the platform. Back in the 80s and well into the 90s they didn't even have automatic ticket gates and you literally handed your ticket over to guys poking holes in tickets as quickly as humanly possible to get inside the station.

The only retro is the store itself with CRTs and VHS tapes. Though they still gave the twins a big flatscreen monitorm which is likewise the only thing they carried over into notHongKong/Canton.
