Literally by being paradoxically stubborn and not stubborn, they retain the old staff, but also don't see the need to save the codes of any game, they just make a shittier revisit and think this is good enough because "it's the superior version", while also being stubborn about porting those old games.

Modern day economic sanctions and pressure put on to reduce output and possibility for success so what they produce is severely handicapped. The industry tried to force Japanese products out of the market so they tried catering to western audiences but it turned out the audience wanted a Japanese product but they simply aren't allowed to make a pure Japanese product so they were forced to standstill
