It quickly choked because Fallout's combat and role-playing system was just trash. Even Black Isle understood this and tried to fix it after Fallout 2. The first games inspired by the original Fallout only appeared after 2010s while BG created an entire genre.

Exactly. Because New Vegas is an action roleplaying game, with good quests, worldbuilding, setting, gameplay. Fallout 4 is a bad action roleplaying game due to abominably bad story, worldbuilding, gameplay, game's UI and menus. The only thing that Fallout 4 does that NV does not do is settlement building and trash collection. Also magical guns and armors. So if a sub-par settlement building and trash recycling, and gambling for magical items is your thing - sur, Fallout 4 is great. But then you have to ask a question - why slap Fallout paintjob onto it?
