Most games on Steam don't support it as they use Steam as a form of DRM, the games that do support it you can usually just play by launching the .exe anyway and don't even need Steam.

Actually steam detects of you are offline or not. So if you have an internet connection, you can't start steam in offline mode. Try blocking the steam IP in your hosts file and try to play offline, it won't work.

I also like looking at artwork. Thankfully I can look at all the artwork I want without owning it. I used to be like you, then one day I realized I wanted to play some games I'd sold years before.
