I hope the Max Payne remakes (assuming Remedy doesn't die before they're done) can capture the mood. The Noir York sections in Alan Wake 2 were very appealing visually at least.

2000's urban core:

Max Payne 1 (2 as well but not as memorable)
swart 4
Darkness 2007
FEAR
getting up (mark echo's)
L4D
Condemned (literally the game)
Vampires Bloodlines
GTA 3 and 4
Matrix
Kane Lynch (underrated)
classic Splinter Cell titles (a few levels)
Hitman Contracts and Blood Money
Prototype

these are released in the 2000's depicting it's contemporary environment, we don't count games that depict futuristic settings or I'll be here typing til christmas (but it is a sister-aeshtetic in my eyes as it was also urban and gritty)

I just launch the same game I've installed in apparently 2006. I suck so much now that I've come second to last on Liandri but it's my favourite map for a reason because the second match I came first with a respectable lead. Long way to getting back into reliably beating Godlike on Hardcore and otherwise.

I still have an archive, and it's not 2006 but close enough (2010) and I think it's an UHA archive as 7z fails to even open it. I can upload it if you want. Not sure it will work out of the box on whatever "modern" OS you use as modern MS kept getting worse and worse and pretty sure they've thrown out a lot of backwards compatibility after 7.

You're missing Half-Life 2 mod: Grey/standalone game: Remorse the List. The Warriors, Project Crypt, and if I'm being honest some newer indie games called Pigface and Butcher's Creek.
And I suppose maybe Jawbreaker if I were to stretch that list, but the gameplay was just meh and it doesn't look early 2000s so maybe forget it.

This is already possible for both
There's nothing about a game engine that prevents importing data, you just need to make an importer for it. Source engine and even Quake .bsp can be imported to both engines

It's the clean graphics. Simple square shapes and lines with baked lighting. Your eyes read a area instantly and know what is in the gamespace and what isn't. It's pleasant on the eyes.

Modern game has smooth rounded plastic look, tons of clutter everywhere and harsh dynamic lighting. It's ugly.

This. It has irked me for decades that 90% of gamers and devs are obsessed with fidelity and graphics, and how now GPUs cost twice the price of a full PC + a monitor back in the day, but games look exactly the same, have 0 gameplay, they look ugly and have no aesthetics. Majority of games look like 3d asset flips now. No soul. When will they learn that less is more. Your video games don't need to look like real life or even like movies - they just need to look like fucking video games.

It's both hilarious and really, really, really sad that Pokemon ZA actually looks worse and sounds worse than Vampire The Masquerade Bloodlines in every single way.

No voice acting, no NPC specific animations for conversations, the environment is way more sophisticated. Also, the art design in Bloodlines is not only way stronger but despite being from 2004 actually manages to have a more livable city environment, it's a world that actually reacts to player actions beyond "here's something that
wants to fight you".

Troika is the antithesis of Game Freak / TPC.

Or that day to day life felt much safer in middle class neighbourhoods, which were larger and more numerous. Or he doesn't like the fed doing fed things like what happened in 1971.
Maybe he considers the downsides an acceptable sacrifice for that. Maybe he even believes that the downsides can be circumvented or even fixed. You never asked.
