I think the Kings were turned into ghouls because the writers probably thought having just played straight Elvis impersonators would be too jarring for a TV show. But if they were also ghouls, that would be weird enough to work.
Maybe there was some radiation leak in Freeside, and the Kings all mutated.
It's still pretty cool to see them again.

Ever since Fallout 4 came out and people rightfully dunked on it for its shitty everything (plot, characters, places, etc.) he has been a vitriolic asshole towards anything and everything related to the original games and Obsidian. Hell, before the show happened he basically never acknowledged anything Fallout related that wasn’t 3 or 4 (I.e. the ones he had a hand in making), and this only got worse once his dream game Shartfield happened and was so bad it makes Fallout 4 look somewhat good by comparison.
