Because having an "It's not broken, don't fix it" controller means that they should stop releasing useless iterations on it.
All controllers now use standardized USB or wireless, there is no reason to keep coming up with new shit that is functionally identical to the old shit.
The PS5 had an excellent opportunity to release truly new controllers, since they knew that they were also going to be a VR platform with PSVR2, but instead they just released the Dualshock again even though the Dualshock 3 and 4 cover 99.9% of what the Dualshock 5 does. And it's not like the VR is its own separate thing that only works with its own separate games like a lot of gimmicky console add-ons, VR mods can work well with most modern games.
