They already did back in 2019, for some reason a whole bunch of crate series from ages ago were made guaranteed to drop unusuals (nobody still knows why) and it messed up the value for the unusuals that could drop from those crates. Valve then decided that every first unusual people acquired would not have any restriction but every subsequent unusual from those crates during that period of time would.
