The game is already complete, they are doing the episodic release schedule for two reasons:
1) It is the traditional Telltale "style" to release games in an episodic format, so they're doing this as a nod to the prior works of all the people working at the studio and the legacy that this game is meant to be a part of
2) Having it be released across four weeks keeps it in the news cycle for longer and forces players to engage with it piecemeal; enthusiasts and fans have to take a break while playing and then they'll post about it a lot and make more content in the meantime. They have a higher chance of being remembered for end-of-year GOTY articles and awards
