I tried this game once and almost died from boredom. Almost no depth or challenge, just plop down the next building anywhere that the mobile poppup tells you

it's very chill, so if you like it, stay at it. "Against the Storm" is example of harder ones instead of just complex.
Personally I go for logistic games and just pretend the city building of it is immersive, i.e. I play modded openTTD

TheoTown isn't very good, but if you like this aesthetic, there isn't much "new" things else like it, I think.
There's modern ports for Transport Tycoon (OpenTTD) and Rollercoaster Tycoon (OpenRCT2), but in both of them the focus isn't on the city.
There's A-Train PC Classic, but the focus is on trains and the city grows chaotically around the stations.
There are a lot of indie games inspired by old games like Pharaoh that have decent graphics, such as Nebuchadnezzar, but it's a different vibe.

But all of these games will have more depth to explore than TheoTown.

Those highways and roads look straight-up stolen from SimCity2000. Some of the 1x1 industrial buildings too.
