You aren't contracted, you buy your goods from a wholesaler, and no that's not just for food, this is going to be your shipped units by the way. So let's say you buy 1000 units and store it at your distribution center and send 10 units each to 2 shops.
Shop 1 sells all 10 units.
Shop 2 sells 3.
Because this is all automated when shop one hit about 9 sold, the item shows up on the report at the distribution center saying "hey this shop is almost out of this this item, send more" while shop 2 wouldn't show up on that report because they're not selling there.
That item will then go on the next delivery where shop 1 will be given another 10 to sell as standard to replenish stock.
This will continue for as long as the retailer can buy more stock assuming the line sells well and they want to keep selling it.
That's how retail works.
The only way it would work the way you think it does is if you're working in some run down mom and pop shop that doesn't have any kind of Internet and has to count everything manually.
