it was pretty much considered all but canonically Maine by the majority of the fanbase because Stephen King was a major influence on Silent Hill (Alessa=Carrie) and he set almost all of his books there. there wasn't any indication that it was or could be anywhere else.
according to Tomm Hulett, the apartment buildings were actually based on the real life apartments of a Konami of America employee who lived in California. and Team Silent actually did location scouting there and not Maine, so i misremembered where they did the location scouting. but it makes sense given that's a lot closer to Japan. a few buildings in San Francisco were taken 1:1 and put into SH2. and the actual layout of the town was modeled after lake resort towns in Japan, so it's just something else that adds to the weird otherness of the town.
