Neoteny is basically just when an adult animal has child features. Most common example is dog’s floppy ears. Wolf pups have floppy ears but they point up when they mature. Domestic dogs have floppy ears. For women, it serves two purposes. First, it makes men want to protect them more because they look more like a child (I.e. more defenseless). Second, since youth is attractive trait, more child like features (larger eyes, lower brow ridge, less body hair) makes women more attractive. So attractive anime women are called “children” by mentally ill trannies and jealous women because real women have a higher degree of neoteny than men and those features are considered more attractive.
