in hindsight they tried really hard to make it as understandable as possible, with the training mode, a ghost car, a full in-game movie with a demo car doing it for you, with buttons on the screen and the checklist checking off the moves as they're demonstrated, so at least someone acknowledged that it really was too hard.
the difficulty issue could have been solved by splitting each of the moves up into something akin to crazy taxi's crazy box, where you go in to 1 level at a time and basically get to practice the shit out of that one individual move the whole time.
the problem was this scene was emulating a scene from a movie. not shot for shot, but certain elements from it, and they didn't want to stray too far from that vision, so breaking up the action wasn't an option.

very true, it's cool that they were emulating the famous scene and it really does make for a great opening, but it's definitely too confusing if you just jump right into it.
I feel like them putting some sort of a disclaimer at the start saying "we really urge you to go through the training before attempting the first mission" could have alleviated the problem a bit, but then again they did mention it in the manual and game design like that really wasn't a thing back then.
