In TvZ, you're not supposed to use ghost with cloaking but as a bursty combat unit that repels small designated units. Perfect for repelling lings, scourges, mutalisks, and sniping the drone line. a squad of 2 or 3 is perfect for supporting M&M teams.

Getting a Dark Archon plus maelstrom isn't cheap and will require a fair bit of extra micro to get any value out of. Snow clearly doesn't think it's worthwhile.
Teching to defiler requires investing a fair amount of resources and time to be stronger later and if that means taking your foot off their throat with fewer units in the short term it's not necessarily worthwhile.
