The AI filter on Youtube doesn't look like that. Outside of the glitches (nasty flickering) some people are having, it looks fine.
The running theory is that Google's saving on bandwidth by basically doing the vidya thing and upscaling 480/720 instead of doing real 1080p, both for saving costs on their end.
Besides, it must be working pretty good since they've been rolling it out for about a month now and nobody noticed until recently.
