There's always child prodigies in every field, and Pokemon is a sport of strategy not physical strength, more akin to chess, so a particularly intelligent little kid who's also good with animals could reasonably get very good at it, not likely but possible
Remember your trainer is like 10-12 years old and is also considered a prodigy since most gym leaders are adults
